Since the post is 12 years old, the availability of air-to-water solutions may be understated. At least in Europe it is now quite common to find them in front of new homes. Placed and looks like an AC unit, sounds like a laptop from 2005.

Quieter than a window air conditioner, a bit louder than whole-home I suspect.
